GRADING OF PHILIPPINE COINS and STAMPS in the PHILIPPINES?

Do we have an agency. a body or commission which would be able to Grade, Certify and Authenticate Philippine Coins and Stamps? Are there people who are able; who are recognized by all stamp and coin clubs and associations in the Philippines; and who are respected not only here but abroad?
A minor difference in grading can mean a substantial difference in price and it would uplift the hobby of numismatists and philatelists in the Philippines and could even make it rewarding. An active and confident market could develop. If we do have such a GRADING SYSTEM in place in the Philippines, i hope the fees are not that prohibitive and such ratings will stand scrutiny in the Global market.
And parallel to this, are there UPDATED Catalogue's of Philippine Stamps Coins madelocally, which also reflect prevailing market prices here? For stamps, we have the NGO's Catalogue of Phil. Republic stamps and several supplements up to 2002 and for Philippine Coins we have that of Basso. Are there new ones out there? or do we still have to rely on the Scott's catalogues, krause catalogues etc. Well, the Philippine market, may be small in the global stage so maybe that why were dependent on them. Is there a way to upgrade our hobby?
